Comprehensive Safety Analysis (CSA 2010) and Commercial Motor Vehicle Fleets

CSA 2010 is a Federal Motor Carrier Safety Administration (FMCSA) initiative to improve highway safety through more effective compliance with and enforcement of U.S. Department of Transportation regulations of Commercial Motor Vehicles and their operation.
Commercial Motor Vehicles are generally defined as vehicles used in commerce whose Gross Vehicle Weight Rating exceeds 10,000 pounds. This includes vehicles that, when used in combination with a trailer, exceed 10,000 pounds Gross Vehicle Weight Rating.
Under CSA 2010, federal and state officials will adopt a new means of collecting, analyzing and reporting safety data. CSA 2010 replaces SafeStat, the current FMCSA enforcement measurement tool. While SafeStat today tracks and measures a company’s accident and out-of-service rates for both driver and vehicle infractions, CSA 2010 will go much further, including all driver violations.
CSA 2010 will change the current “grading” areas of a company into multiple areas of compliance that will be assigned points based on severity. Carrier scores will be updated more frequently; the number of companies reviewed and/or audited by the DOT will also greatly increase.
CSA 2010 has been successfully piloted in several states. National rollout is anticipated this summer. Simply stated, while there are no new regulations, CSA 2010 will create an increased level of compliance – and enforcement – of FMCSA regulations.
